Kuja's veeeeeeeerrrry weird about the tail. This is mostly because it's a staple of being a Genome and therefore an artificial creature made by and belonging to Garland. FFIX quote:

He's a Genome!? Impossible! He doesn't even have a tail..." Garland: "He is only hiding it. He denies his own identity. He rejects the meaning of his own existence and tries to assert his own individuality. Don't you see the resemblance?" Zidane: "Shut up! I'm not like him at all!" Garland: "He said the same thing when speaking about the other Genomes: 'I'm not like these guys.'"
I wrote a reeeeeealllly long piece about Kuja's FFIX personality and how his backstory shaped him into the complex character he became (which helped convert Rai to the church of thongboy AND FFIX, ha ha!) so yeah...
But because he has such difficulty accepting the tail he believes that the rest of the world will. He's socially awkward like that.
